I wonder if producing Oxygen (methods used in air scrubbers by submarines and rebreather-SCUBA divers) to displace the Carbon Dioxide produced by people and industries might give everyone some time and breathing room until we can truly reduce our emissions.

Only to a small degree, but the cost of the equipment would be too much. It would be much cheaper to grow more plants.

Reducing emissions needs to be kept the focus of the research. Oxygen production and even growing more plants are just band-aids that hide the problem. If people think that the scrubbers or plants will solve the problem, they will never bother with trying to fix the actual problem.
