No web site is going to speed up a PC. There are some things that you can do to help. You can buy a memory card and increase the amount of RAM that your computer can use. The more memory it has, the faster it can run.
Another trick is built into your PC. Quit all programs and run the disc cleanup utility found in Start - Programs - Accessories. This will condense programs and files that you haven't used in a while, but, they will still be usable in the future. It will also delete your temporary internet files that get stored whenever you download something. Immediately after that, go to the same place (Start - Programs - Accessories) and run the defragmenter. Make sure you select your C drive as the drive to defragment.
No matter what the analysis says, defragment your drive. This re-arranges the files on your drive so that they are continuous. This also increases speed.

The above suggestions are all good.
Here's another little trick. Start in DOS. You can do this by hitting the f8 key repeatedly just after the RAM check and before the Windows screen.
at the c: prompt
c:\>
type
del c:\windows\*.swp
This will delete your Windows Swap file causing Windows to create a fresh one upon reboot. Assuming you don't have any start-up hogs like AOL, you should notice a quicker reboot.
I advise this one after you have followed the other tips of defragging, making sure you have adequate RAM, good video, etc.

They can only help on the software issues. If you have hardware issues, you will have to DIY it. Like:
1. Increasing RAM (buy additional modules)
2. Upgrading to a faster processor.
3. Defragmenting hard drive or even upgrading to faster hard drives.
4. Upgrading the graphics card.
