Take a core (sample ) out of a tree. There is no other way around it

Procedure? Set by who? I don't understand. Tree rings are growth rings. A good growing year with good conditions and the tree rings are wider than the rings of years with poor growing conditions. Precipitation is a major factor in having a good growing year.
