it can... but death may not be Instantaneous .... well it could be if you can generate enough power...
it is quiet simmilar to a thing called weather radar in aviation, see an old style could transmit upto 10 Kw ... thats good enough to fry your internal organs, and it may never regenerate, so you would die slowly over time, but only if you get enough exposure...
where as it may be enough to Incinerate a fly...
