i beat the elite four but how do you get the pass for islands 4-7

+Have at least 60 Pokemon registered in your pokedex
+Complete the island events on islands 1-3 (Rescue Celios daughter)
+Defeat the Elite 4 and the champion.

Fly to Cinnabar Island and meet Bill.

I think. Either that or you can find him in Veridian City.
