if your asking about present time, it is without a doubt michael vick. but there are still plenty of other quarterbacks that are a threat on the ground. and QB rushing doesn't show in the overall QB rating, so there's not a way to know which is the best rush. i can tell you michael vick for sure is the fastest, but he is not the best.

as far as starting QBs go, Michael Vick is it without a doubt. there are a few backups who can give him a run for his money (i.e. Seneca Wallace of Seattle) but not many can match Vick.

Vick...I hate him, but I'll give him that. He's what your question is..I don't think he's very smart when he scrambles and avoids players, but he's "the fastest"
