They also announced on the 15th @ 9:30 AM that the buyer, Kartex, is willing to buy at 55 cents per share all of the outstanding shares on or before the opening (of trading) on the 16th.

In other words, all shares that were owned/bought before the close of trading on the 15th will be bought by the buyer, Kartex, at 55 cents a share.

So any shares bought yesterday and today, the 16th (close @15 cents) and 17th (closed @13)are not included. That's why the stock price did not go up - rather, it went down today.

Note: The closing price on the 15th is 9 cents. Those who bought yesterday and today may be gambling. Their holding are not included on the deal. They may keep holding it and see what will happen.
