you can either watch streaming video from most sites, they already have sftware, OR you need a tuner card that will let you watch broadcast. I can even get HDTV. Not every program will let you record it many have "broadcast flags"

if you have an winamp.. www.winamp.com it has for sure
the streaming TV feature.
