Good aquifers have large recharge zones, good surrounding rock (like clays) to hold the water in place so it doesn't migrate, far away or upstream from pollutants like dumps and septics, and big enough to be useful if you're using it for a well.

Bad aquifers have bad recharge zones and they can also be polluted and contaminated by dumps and septics.
