It's an expression. "They have a foul (fouls) to give" means the team has 0-3 team fouls, and can still commit a foul against a player of the other team without sending him automatically to the free throw line (with the exception of a foul in the act of shooting, which results in automatic free throws).

In the NBA, there is a limit per quarter of 4 team fouls per team, such that after a team commits 4 fouls in a quarter, the next foul would result to automatic free throws for the other team, whether or not the foul was committed in the act of shooting. Thus, if a team has 4 or more team fouls, you could say that "they have no more fouls to give" because their next team foul would send the other team automatically to the free throw line.

In each quarter, after 5 fouls are committed by a team, the other team automatically gets foul shots of 1 and 1. Meaning if they make the first, they get a bonus to shoot a second free throw. So, specifically in that case, one team had committed 3 fouls. They could still foul one more time before putting the other team in the "bonus" of 1 and 1. Hence, the saying "they have a foul to give." In college, the bonus is after 7 fouls in each half.

In the NBA, you can foul the other team 4 times per quarter, and the other team will just inbound the ball, unless it's a shooting foul. On the 5th foul however, they will receive foul shots on all fouls. For instance, if the you only have 3 fouls, you will have 1 foul to give without being penalized and allowing them to shoot free throws.

It means the the team has at least one more foul that they can do before the other team gets to shot 2 free throws, not just a 1 and 1

Each quarter each team has 5 personal fouls to give without putting the other team on the free throw line, unless it is a shooting foul. So what that means is one of the teams had a foul to give without being penalized with free throws.

you get 5 fouls per quarter before the other team get free
throws so if you have 3 fouls you have 1 foul to give that
makes it 4. So when you have 4 fouls in a quarter as a team
you don't have a foul to give.

This rule does not apply to San Antonio. Because they
get to foul you two times before they are called for a foul
which means they always have 5 more fouls to give than
other teams. Unless Duncan is fouling you, then they never
call it and you have Infinit number of foul, so you always
have fouls to give.

It means they have one of 5 non shooting fouls left. Any foul in the act of shooting is immediately rewarded with free throws. With the 5th non shooting foul per quarter the team is again given free throws as if they were in the act of shooting.

before the other team shotts free throws, they get 5 team fouls and that means they hav one to give which means they have 4 and any foul after that they get free throws every foul
