but a restraining order doesn't prevent a person from stalking you.
and if you call the police, the police is not obligated to do anything. The police are required to enforce the law not enforce a restraining order.

so if someone disobeys a restraining order, u need to go to court to get a "Rule to Show Cause" if this is entered, then a order will be sent to the police for them to enforce the Rule (law) of the restraining order.

this is a little known fact, because most people are too afraid of the piece of paper (restraining order ) to continue stalking someone. But the guy i knew - knew the law and knew that he could still park infront of my garage, put steak knives in my lawn, sit outside my kids school, etc. without breaking the law

Yes! What I can't understand is why it isn't the person of your dreams that has this huge crush. It's always some stalker weirdo or an obsessive ex! How unfair.
