If you were making dandelion wine, they wouldn't be weeds - the daisies would be.
Weeds are situational. Just plants growing where you don't want them - regardless of the species.

It depends on who you ask. There are places where dandelions are considered flowers, and where daisies are considered weeds.
All a weed really is is a plant out of place.. Otherwise they're really all flowers.

A weed is simply a plant that is not where it is wanted. Dandelions like to go where people don't want them, i.e. the lawn, so they are considered weeds.

I dunno why but they have a lot of uses. I am collecting them now to make dandelion wine. The roots are able to be brewed in to a tea. The flowers and leaves can be eaten in a salad. The plant also has medicinal properties as well....It is very unfairly classified as a weed.
