I don't know if sites but there are a number of products free to download (of varying difficulties of use). Look for Picasa (simple to use but limited) or GIMP (more difficult to learn but lots of features.

If you just want to do some simple editing, try Xnview. http://www.xnview.com
If you want a program that does any and all types of graphic editing, then use GIMP

You don't need a free site for that, you need a program, which can be free/open-source from thefreesite.com. This is just one among many free and virus free sites I know are out there.

Usually if you have a HP printer the software cames bundled with the printer, but if you dont have HP you can use microsoft photo editor. :)
