Not sure what website you are referring to and if it converting the amounts into a common currency (quoting both in Canadian dollars, or both in US dollars) - but that is probably $1.12 CDN$ per litre (which is probably about right given todays prices) compared to $3.17 US$ per US gallon.
Prices in Canada vary from province to province, city to city and even within a city (as it does in the US). Today in Ottawa (approx a 7 hour drive north east of Niagara Falls) the price is $1.08 CDN$ per litre (regular gas). I see on-line that regular gas in New York state varies between $2.87 & $2.95 US$ per US gallon.
To convert a litre to a US gallon: there is 3.785 litres per US gallon. So at $1.08 (CDN$) x 3.785 = $4.09 (CDN$) per gallon. At roughly $1.10 CDN$ to $1 US$, the $4.09 converts to approx $3.70 US$ per gallon. Confused? Me too.

Simply put, cost of gas in Canada is approx 25% higher (it's all taxes)
