That depends on the body part and what it's doing, naturally.
If you cut off the circulation to the outer layer of your skin, some cells would die but that would hardly be dangerous to you as a whole in any way. If you cut off the circulation to a beating heart, it can cause start to cause trouble in as little as ten seconds (that's about how long it takes to use up the ATP energy already stored in the muscle). It's not so easy to do without a heart.
Likewise, if you're asleep, hypothermic, and otherwise inactive, cells are using less energy to begin with so they can handle a longer interruption of circulation. Some people have been saved from drowning by nearly freezing to death!
