The fluid in my ear has started to build up again and the doctor keeps telling me I don't have to compress it.

Unfortunately, once fluid has started to build up in the ear again, it usually needs to be redrained before a compression bandage can be applied. This dressing needs to be applied immediately after the draining. Did you see in ENT specialist or the family doctor? If you didn't see an ear specialist, please make an appointment. He will redrain it and apply a compressing dressing for you. The doctor needs to do this so that the proper compression is applied.
