I bought this really cute halter dress. The top portion is a white v-neck. Then right under the bra line it has a 3 inch hot pink ribbon that ties in the back and below that is black to just above the knee's. I was planning on wearing some cute Jesssica Simpson wedge type shoes with it! Is this appropriate?

honestly, depends on the wedding. What time of day is it? If it is after 5pm, then I probably think it is too casual. But that also depends on the bride.
At the wedding I was at two weeks ago, 4pm service with reception to follow for dinner, you would have been just fine. However, for my brothers a few years ago, you would have been too casual for the 5:30 service and the fancy country club reception/dinner.

i think that is a really appropraite thing for a wedding, but dont wear to high of heals, cuz at weddings your feet will get sore

Yes, it seems very appropriate. It seems semi-formal that way you have described it. But make sure that you don't outdo the bride!!
