Here you have 2 choices. First you can get a lid for the sandbox. Or you can plant marigolds around the sandbox. Cats hate the smell of marigolds and will avoid them but you will have to plant enought to surround the box and replace any that die.

I had the same problem with cats in my horseshoe pit. I bulit a frame the same size as the pits and cut metal screening to fit. I just lift it off when it is time to play. This also keeps leaves out and doesn't invite snakes, ants and other creatures who would love a solid lid. The screening comes in all sizes and thicknesses at any hardware store. Your frame can be metal, wood or have no frame: stich the screening together and use a couple rocks to hold it down. It all depends on the size of your box.

It was recommended to me that to repel dogs from digging you bury balloons in the area where they dig. Actually it worked rather well. It may be worth a try with the cats. Also the worst that happens is that the kids get some fun digging them up and also watching the cats jump a good 6 feet in the air when they pop them. No chemicals and no damage to anyone..

You may want to put a cover over your child's sandbox. or put some double sided carpet tape on its edges. You may want to spray a repellent like Bitter Apple, you can also try putting pine cones or gravel on the ground around you play are. You can also try placing banana peels around the area or orange peels. You may try a herb called rue (Herb O'Grace) you can plant it or put down dried cutting's of it. You can also plant marigolds or pennyroyal. You can also place a motion activated water sprayer that goes off when it senses motion. Or get one of those big water guns, you can use regular water or mix some vinegar in it.

Train it to only use a litter. Keep the cat inside the house and keep a litter inside so the cat will get used to litter and not anything else.

Thats what cats do...........You need a lid for the sandbox.........of course that won't keep the snakes out . they crawl right under the lid.

Sprinkle cayenne pepper around the edge of it. You can also put lemon peels around it.
