When I was 13, I was in the 8th grade. :)

Because public high schools are by age group but sometimes parents will hold a child back or have them repeat a grade in hopes that the next year will be better.

for the opposite reason you're 14 and in 9th. the person either stayed back or started school a year late, or just missed the cut off date. These are all possibilities
