Scott Cunningham is excellent and writes for ALL ages. any good bookstore will carry books on Wicca in the occult or new age section. anything published by Llewellyn is good to read. I like Silver Ravenwolf, though not all do. Raven Grimassi is also good. he has a good beginner witchcraft book on the market.

Please be cautious when reading the answers being provided. Not all of the publishers listed put out books specifically Wiccan. In fact, most of the authors & published works cited here are not Wiccan...they are merely Pagan, oriented toward witch craft. If you are interested in Wicca, then follow that path. If you are interested in the Olde Craft, then please, please, please find yourself a good teacher.
A Witches Bible Compleat by Janet & Steward Farrar (published by Magickal Childe Publishing, Inc., ISBN 0-939708-09-4) is almost exclusively Wiccan.

I agree with LabGrrl. Cunningham is good as well as Raymond Buckland and Gerald Gardner. Do stay away from Ravenwolf.

Scott Cunningham is a good start, but be aware that he's writing for 15-18year olds, so it's not exactly in depth.
Avoid Ravenwolf at all costs.
