Two "magnetic waves" of opposite polarity always ATTRACT each other. Like poles repel. That is one of the properties of magnetism. As we are in the universe, no matter where the magnetic forces are, they would act the same. (unless, maybe, in a black hole, then all bets are pretty much off)

They would reinforce or cancel each other depending on their orientation to each other.
