Ahh..the good old liquid eye liner.
It's really hard!!
I've heard a bunch of different techniques but the best way is to practice a bunch when you're not going anywhere important, and keep a giant bottle of eye make-up remover handy!
My personal favorite is pulling the eyelid tight and slowly but steadily making a quick black line. For a more dramatic look, you can do a slight Egyptian looking eye.
Another way is to draw three dots, one at the inner corner of your eye, another in the middle, and one on the outer corner, then connect the dots. Personally, I've never tried this but it might be worth a shot.
Another way I've heard is to keep your eye OPEN when you are applying it, and just do a straight line.
Try all three ways and see which works for you..and then practice like crazy, it's the only way!!

there are som egood answers here already , the cotton bud tip is great always handy to have for eye makeup, but the best thing i learnt was if at all possible have a surface in front of you whilst loking inthe mirror and rest your elbow on it, failing that , take the palm of your other handand rest the heel of the applying hand on it then do it.
the best advice is to ttry a few and see what works for you as there are several ways but its what you can manage
depending on your age it works to pull your eye lid taught even if only for applying the inner corner i try to do it in one qiuck line but im too chicken sometimes if im in a hurry its often better to actually slow down a little just for those few seconds......i personally pull the lid tight and start at the inner corner ( cos i find it the trickiest bit ) and draw to the middlethen change the angle of the hand and draw form the midlle line to the outer edges.

the best kind of eyeliner to get is one that feels firm just like a felt tip pen, avoid using one that has soft brissles. Then get a mirror that you can place at eye level on a table (you can put it on top of some books) so you can see yourself in it. then place your elbow on the table, this will give you a straight line, tilt your head back slightly and lower you eye lids and apply your line starting from the outer corner of you eye. good luck!!!

I'm so sorry to say this, but I think eyeliner makes girls,women look 'hard' I think its the most unflattering bit of make-up kit that anyone ever owned! (Myself I wouldnt be seen dead in it!)
I feel I much prefer a natural look. If we'd been meant to have black lines all around our eyes then God wouldv tatooed them on before we were born!!
Please dont ruin an otherwise more than likely very successful 'make-up job' with articles such as eyeliner pens!!
Whats wrong with natural and a hint of mascara?
Mind u, I even have doubts on that.(mascara)..when I was younger I never wore it and I had really long eyelashes that other girls were really quite envious of (even tho I say it myself lol) I never wore any make-up then or until I was about 30.
Since starting to wear make-up, my skin appearance worsened, my eyes have sunk, my eyelashes are really thin and stragly and my eyebrows have never looked right now the tweezers have been let loose on them!!
So do yourselves a huge favour - - dont be too quick to throw on the slap unless you want the slap to overthrow you in later life!!
STAY WITH 'NATURAL' AS LONG AS POSSIBLE!

draw a line across the top eyelid as close to the lashes as possible,, it doesnt matter how thick..
then use a cotton bud with a tiny bit of makeup remover on it and push the eyeliner down towards the lashes,, and make a thin line across the eye the gradually gets thicker,, you can even add a flick at the side of your eye . easy!

It's easier if you shut one eye and then pull back towards your ear so the surface is flat.
Sephora has a really nice easy one to use that makes a thin line for the classic look or a thicker one if you push down.

trial and error!
get up close to the mirror....
in a VERY good light
i find pulling my eye-lid skin taut makes it way neater
make sure you dont blink too much afterwards to avoid smudging.
have a make wipe close to make corrections
