Logo Creator is *the* original program for this. Using Photoshop for designing a logo is like, well, using a military HUMVEE to go to convenience store around the corner for a hotdog.

I'm not sure how much money/time you want to spend on doing this, as that's the trade off. Take one site that appeals to those in the $100 budget range, Logomaker. It uses generic templates combined with stock graphics and a limited number of fonts. Not at all bad for the price, and VERY fast!

Then there are sites like Cool Text which are powered by GIMP. Again, lots of see-it-try it options which you may or may not like.

But then, that's the rub... There are real obvious limitations in stuff like that in so far as graphics/fonts and even color choices. If you want more than what you find there, then you'll either have to hire someone to do the job for you OR buy any one of the thousands of programs out there capable of doing the job. In the later case, you'll also have to invest in the time needed to learn how to use the program.

Me, I use a variety of products but usually start with an illustration type program called Xara Xtreme...

Adobe Illustrator is the best program to use for logo creation. Photoshop, albeit a wonderful graphics program, will not give you vector output. You always want a logo to be in vector format, so that it can be printed and resized as large or small or as many times as you want without losing quality or becoming distorted.
