I buried my mother late in November last year. Today I went to see how the lot looked and was shocked. A big pile of dirt was just dumped on it and never leveled or spread around to completely fill in the hole or secure the headstone. Should I contact the funeral director or someone else?

I called the funeral director today and he informed me that the cemetery association is broke right now and can't pay the salary of a groundskeeper. Should I plan on maintaining the lot myself?

You should talk to the cemetary caretaker, and the funeral director.
The grave diggers are the ones charged with filling in the grave. They may work for the caretaker, or for the funeral director. It is common practice when filling a grave, to form a mound about 6 inches high over the grave as the dirt will eventually settle and sink. The gravediggers may have been inexperienced.
The situation you describes sounds like the soil was not properly tamped in around the vault, the excess soil displaced by the casket and vault was not removed and the plot was not resodded.

Talk to the head funeral director. If nothing is done after two or three trys, call your local news station and talk to their investigative reporter. That usually gets results.
