I live in Phoenix AZ as well. I currently have COX inet, it will run you roughly $45 per month plus you will have to buy or rent a modem (roughly $60 to buy from Fry's Electronics I paid $45 for mine on ebay). You will need a wireless router, which you should buy from a store so you can have setup instructions - roughly $30-$80 depending on if you catch a sale. I always buy on sale :) Or for a complete package you can buy the modem and wireless router from COX and then can even install and set it up for you. Them setting it up will run like $300 and the modem and router will probably be about $200.
On the other side you could use quest. They will cost you about $25 bucks per month, but you have to have a phone line which will cost you about $25 so you your at $50. Plus you will have to buy a modem and wireless router. you can also buy both from quwest and they can set it up and it will run you the same as the equitment and setup from cox will.
Speed wise COX runs about 7Mbps down and 512 Kbps up.
Qwest runs from 1.5-5Mbps down and 768Kbps up
Those are the basic packages. Quest is ok if you doing basic browsing and email. Cox is nicer if you doing online gaming, lots of big pictures, video, or if your just impatient. :) So Cox is faster, but quest is greater value cause you get both a phone line and inet for about the same price as COX. on the flip side with COX you can add basic cable for only $10 if you dont already have it, and if you do already have COX cable then you can get a discount on either the cable or the inet. Well, you basic choicces for Internet these dayas are cable, DSL, and FiOS
I'm not sure what you mean by "not too much" but basic DSL service starts at about $20/month.
For general web surfing, Instant messaging, email, pictures, iTunes, etc a basic DSL plan is fine.
FiOS and Cable are very fast and are about $40-$60/month depending on the package you get.
In any case, you will need a wireless router to create a wireless netowrk for your laptops to connect to.
Both FiOS and Cable plans usually have the option of a wirelss router provided to you when you sign up. Some DSL pacakages offer it too.
If it is not offered, then you can get a wireless router for about $40 and set up the network yourself.
DSL and FiOS are typicall through Verizon (I think the are in Phoenix) and cable is with whoever provides cable TV service in your market.

Any broadband company can offer the internet service to you, then you just need a wireless router, and you are all set to go.

I would go with what ever cable company is in your area with a wireless Linksys router. Both laptops should have internal wireless cards if they are newer.
