if you're only using photoshop and illustrator, dont spend more money than you need to on this one :)
the core 2 duo 1.8 with the 256mb geforce will suit your needs just fine.
the 1.8ghz c2d is more powerful than any processor before it, so that's something to keep in mind too. i myself have a 1.8ghz core 2 duo, and i use it on a gaming machine. i have run games while running other demanding programs, and i just can't get this processor to slow down. it's a beast.
apparently none of the answerers know what they are talking about?
in benchmarks (test programs) comparing the 2.4 model to the 1.8 model, there are only very slight differrences. without question, it's not 100 dollars worth of difference. and to even be able to see those differences, you have to be pushing your computer to the limit. i promise, photoshop/illustrator will not take any core 2 duo to its limits under any circumstance.
sigh, the tech portion of Y! answers seems to be filled with people who have no idea what they're talking about :(

Definteley go with the first choice. It sounds like your looking at the E6600. That is a great processor. Much better than the E6300. They have the same L2 and Level 1 cache but the higher the frequency the better. And if you can get double the hardware for around the same price go with the first option. If your shopping online a great place to compare prices is tomshardware.com just do a search for each item and it should list all the prices from various online retailers and by adding your zip code it will give you a final price which includes shipping and tax.

Whenever processor buying you should always go with the 2.4 Ghz. The speed increase in the core2 is really drastic so you should be set with that.
Honestly, have you ever considered mac, they are geared for photo editing and video. And you can dual-boot. I just recently got a new pc for gaming, but sometimes a mac seems like it was the best idea...

Finding a motherboard that both supports AGP and has a PCIe x16 port for a video card is a challenge. You will have to tradeoff a lot of other features to get that. Look at the ASRock 939 Dual.

for the stuff your doing...PROCESSOR SPEED IS KING...so easily core 2 duo 2.4 with the slightly worse radeon. you wont find video really affecting either program.

best thing you can have in your photoshop machine is a second hard drive to use as the scratch drive.
