I have really sensitive skin. Since it's hard for me to find foundations that are thick enough and still match my skin tone, I usually use liquid foundation and then powder. Here are some good foundations I've found (and they're all cheap; I get my makeup from Walmart):
Almay's Smart shade makeup: never irritating, and matches your skin tone great, and doesn't make you look greasy
pretty much anything by Revlon, specifically their New Complexion foundation--it's oil-free, didn't irritate my skin, and it's thicker than almay's smart shade (still fairly light, though)--I haven't tried Revlon's color stay foundation, but I bet that's good. They just don't have a good color for my skin tone (I'm really fair).
Loreal's true match foundation (and everything else in that line): a bit heavier than Almay's foundation, but still not greasy, and has a wide range of tones so you'll get a good match.
You also might try that cream make-up, the kind that starts as a sort of mousse and turns into powder once you put it on. It's easy to use and looks great, especially if you want the matte look--I've tried Cover Girl's, and it was good.

Honestly, you do get what you pay for. You might have to spring the extra $5.00 to achieve all of the above. I really recomend actually a Revlon Age Defying makeup if you are looking for something cheap. (EVEN IF YOU ARE YOUNG) They have the best coverage because they are made to fill in lines and finish matte and most of them are oil free. Hope this helps!

A good foundation is rarely cheap, but I would go with Maybelline's Matte Foundation line. I have had excellent sucess with that one, and it doesn't appear to be "cakey" under bright lights. Just remember to get one that REALLY matches your skin tone, or else you will look washed out or darker than your other skin tones. Good luck!

I have sensitive skin too and one of my faves is L'Oreal perfect match. It blends really well, you can build it, it covers, its matte and its light as a feather. Comes off with cold cream. Maybelline eats me alive. Lancome makes some great foundations as well if you are willing and able to spend a little more.

Boots No 7 stay suited beginning up. you're able to purchase it at aim, its approximately 12-13 money and its....spectacular! it keeps to be on alllllllll day and sounds such as you jus have reallyyyy great pores and skin. I even have oily pores and skin and it right away mattifies it without finding heavy in any respect. it basically sounds like tender, wholesome pores and skin. it has lighter coverage yet you could genuinely build it in case you elect it heavier. i like it :) desire this helpd!

Almay touch-pad foundation is oil-free and very light and nice looking. it doesn't give that 'mask' effect and it's very cheap.
