I can go to the weather channel and check the temperature and if it is below 50 degrees, little humidity and windy it will give me a wind chill reading also.

Why don't they give me a wind chill reading when it is 68 degrees, little humidity and windy?

It defiantly feels colder out them it really is.

When theres not windchill theres a heat index. I don't what either of them mean.

Yes, the other answerer got it correctly. The opposite of wind chill is the heat index. This all has to do with moisture evaporating from exposed skin. In cold conditions evaporating moisture makes it "seem" colder and actually your skin will be colder but not the air temperature. In a warm conditions the lower the humidity the greater the evaporation from your skin and that makes you cooler. If the humidity is high then there will be less evaporation and makes you feel hotter than the actual air temperature.

There isn't always enough wind for a wind chill.
