There are lots of ways. You would probably want to have an administrator backend to allow the form info to be posted You just wouldn't want anyone being able to post without you first seeing it. With that said, use a blow software like Wordpress. You can set up multiple editors.

If you want to go really in depth, have a custom application built using Open Source software. I would suggest MySQL and PHP.
