No, If your local phone company does not have DSL connected to your neighborhood then you will be unable to get it from ANY OTHER PROVIDER.
When you get DSL, it does not matter if you get it from your phone company, Covad, Charter, AOL, Earthlink or many of the others out there offering DSL service, if your phone company does not have the DSL equipment connected to your phone line then no one can give you the service. When AOL offers you DSL then they lease the DSL connection from your phone company at a government ordered discount price.
So to recap, No Sorry......... How about Cable or the new 3G wireless service offered by most cellphone companies now?????

Hah, hah, I had the same problem! My phone company keeps sending ads, Get our low priced DSL! (Quick, while supplies last!!!) Then I called them, and they said, something like, "Just kidding...no can do on your street...we send ads routinely to all customers"
Naw, I checked around. Yes, it depends, likely, on one or two companies where you are. You may be limited to AT&T or its "sister" in your area. Covad also owns *lots* of lines all over hill and dale. Check with both! Especially covad.

in most cases, phone and dsl usually go together... but yeah, you can check with ISPs in your area if you can get dsl from them...
