is there a fl law that allows parents to consent to their 16 yr old daughter having sex/20 yr old man???

No. It is statutory rape; a "strict liability" crime. That means that even if the male hoenstly believes the female is 18 or older, he will go to prison.

No there is not. However, the age of consent in Florida is 16. They can't do anything about it.
