Garage sales and yard sales are the best possibility. Michaels or Dick Blick or Charrettes also have a good selection. They are all on the web.

Most large cheap stores, like Wal-Mart, Big Lots, Fry's, and Target usually have cheap framed "art" for sale, sometimes as low as $5 for the size you're looking for. These usually have nice framed that you can use, in any sorts of styles. Just be careful taking the original picture out - Make sure to look at the picture frame to make sure you can get the original picture out and the new picture in, without damaging the frame. You'll also want to make sure the size of the frame matches the size of the picture - take a small pocket measuring tape to the store for this.
