That's 0.5 divided by 0.25.
If you're using Windows, just go to Start-->Programs-->Accessories
Select the Calculator.
Then type 0.5, hit / (the key) and type 0.25. Hit Enter.
You'll get the answer, 2.
If you don't know how to calculate the decimal values do the following:
In Calculator, type 1, hit /, type 4 and then hit Enter.
Click M+ to store the answer in the Calculator memory.
Click C to clear the display.
Type 1, hit /, type 2 and then hit Enter.
Hit / again.
Click MR.
Hit Enter.
You'll get the answer, which will still miraculously be 2.
Or use logic:
A half (1/2) is two times a quarter (1/4). In other words, it takes 2 quarters to make a half. Therefore, the answer is 2.

Let me explain it from a real world point of view.
take a pizza pie, half is pepperoni, half is icky anchovies. Split it into 4 parts. Each part is 1/4th of the pizza. How many pieces of pepperoni are there? The pepperoni is 1/2 the pizza. The answer is 2. Of course if it was pizza and not numbers on paper its a lot easier to think of.
