I'm not sure about the South Vietnamese capital, but I agree that the shootings were at Kent State University in Kent, Ohio.
There's a part of the University's website dedicated to the event: http://www.kent.edu/About/History/May4/index.cfm

what bothers me is that shortly after the kent state massacre, which was the frist salvo in Amerika's war against its youth, a very similar thing happened at jackson state in the deep south, but since only black students were killed nobody seems to give a damn!
