Yes, my next door neighbors do that. They moved here from the trailer park across town & let their demon seed run loose. 4 wheeling up & down the street. Can`t stand it.

Where I lived in Texas you had to have your cans removed by 7pm the day trash was picked up and it could not be put on the curb before 8pm the night before

Where I live now (since I was stupid enough to leave texas 18 months ago) our trash is picked up behind our homes so there is no ugly cans in the fronts of houses. All the houses have "alleys" made just for trash trucks

Not necessarily. They might be out of town and just put them out there before leaving. They may also be very busy (work, social life, etc) and haven't gotten around to it. My wife or I usually bring the cans up on the day the trash collectors come by, but sometimes its out there an extra day or two.
I think the larger problem is people who walk by on the sidewalk and leave trash either in the driveway, in the bushes or on the sidewalk/gutter. That's what really makes the neighborhood look bad.

No. I think it just means they are still at work or are too busy to get to that chore.

I try to cut neighbors a lot of slack because some day I (perfect as I might be) will need the same kind of slack.

They must be pretty busy. It gets bad if they leave them out on a windy day and the cans roll around in the street.

If it bothers you why not take the bin to their boundary fence.

I bring my neighbour's bin when I bring mine own in as she's old and frail.

Leaving it out the neighbour is letting theives think she's away...........

Honestly I don't think about it....only when I am driving and the wind has blown them into the road.

Are they elderly or have handi-caps? If so, they may need help. If not, they may need their neighbor to just mind his own business.
