Just recently the court agreed the bank charges are the price of the service provided by the bank..which will blow all the customers who intend to reclaim their money for unfair charges. Do you think it's possible for the government to legislate in this context? WHY?

I don't know. I would think the government would only step in when prices or fees charged by companies become to egregious. Then again the government does have the power to regulate banks. I think the ruling by the government was fair. If customers don't want to pay the bank charges then don't use that bank or any other bank.

what do you mean? they didn't legislate it; they ruled that its a part of doing business with the banks.
