It had been making a whiny noise when I started the car, now the sound is worse and won't start at all. Could it be the starter? Battery is 6 months old and gave it a jump and no difference. Also there appears to be some rusty goldish sludge in my reserve tank for my coolant that traveled into my radiator, I'm sure I need a radiator flush but could this have traveled into the engine and messed it up? Thanks! (1989 Honda Civic)

It sounds like the starter has been going bad for some time and has now finally given up the ghost.
Check out different prices on rebuilt and new starters at different places. Compare prices to replace the starter and make sure you get everything in writing.
.
If the car is not overheating, don't worry about the radiator, it's gone this long without care and if it's the original it should be replaced and not flushed.
.
I don't flush radiators if it has not been done regularly.
If the system has never been flushed, flushing it now will loosen up all kinds of gunk that will clog up your heater core and fill all the little nooks and crannies in your engine, and is simply not worth doing.
The same thing for an automatic transmission, if the oil has never been changed every 20k miles, , it's too late now.
.
Just take care of one thing at a time, and in the future, never jump start a car unless you are positive that the battery is dead and it is safe to boost it. A battery can overheat very quickly and blow up, sending acid and plastic pieces flying around.

I think the starter is spinning without engaging the flywheel and turning over the engine. That means that the solenoid on top of the starter is not throwing the starter into position to engage the flywheel. You need a new or rebuilt starter.

Alternator that charges the Battery when the car runs and also is normally connected to lots of other pulleys.

It some times is close to the top and easy for a girly to change. Get a hanes manual and impress all the gents you know and change it.

You can also go to auto zone and have them test it to make sure. But it sounds that way to me

You need a new starter.
It's not engaging the ring gear to turn the engine.
