I have switched the electrical componets under the flywheel. Both are making spark on one plug. The upper plug never sparks. So my question is do i need new plug wires or could there be some other problem.

This thing is driving me crazy.
Yes I did change the plugs around. Both are good. It does have points. I turned the motor and the points close.

I have switched the electrical components around under the flywheel. They are ok . However there are two wirles that come out the bottom of the flywheel housing from each coil. They are just there not attached to anything. Is there somthing missng. This boat was given to me and i know nothing about it. I have heard of somthing called a power pack. What is this? Am i missing a part?

Try switching the ignition coils around you can do this with out removing them just unplug the the small wires which go to the coils and swap then around. if the coil works then there got be a problem under the fly wheel

O.K. Bud If you have points there is no need for a power pack which is for an electronic system. These wires your taking about are most likely for the kill switch usually a button on the front lower cowl if disconnected hook them up if you can't find it not to worry just make sure they don't touch together or go to ground. set you points at 0.20 inch for initial start up.

If it's a points motor, the loose wires coming out used to go to a vacuum switch that would ground one set of points under deceleration, to prevent surging. Make sure the points aren't grounded.

Other than that, check condensors.

there is no power pack if you have points under the flywheel. sounds like a set of points/condensers will fix your problem. a good place to start anyway.

Did you try a different plug on the upper cylinder? Does this engine have points? Need a bit more information.
