Sure, simple preventative measures could have saved a lot of lives in many natural disasters. Such as moving in a mile or so from the coast, not inhabiting the base of an active volcano...

You are right of course but the problem is that there are always ignorant people wanting to put their house on the shore or next to a river. Sometimes a little government intervention is necessary but even the governments encourage this sort of behavior such as constantly bailing out hurricane victims.

The disaster can't be averted but people can certainly take advantage of technology and wake up! The victims of Katrina knew about the impending hurricane 5 days beforehand. Hello?

Absolutely, unfortunately people are often unaware of the warning signs for many natural disasters, or simply underestimate the forces that these phenomenon bring with them.
There is a lot of good information here:

If the people currently inhabiting planet Earth at the time of Noah's flood would have been obedient to God's Word, then there would not have been a flood.
Then again, I'd sure hate to be dealing with the dinosaurs roaming around, since they'd still be here....The Flood was a good thing!

there might be a chance. But i think it would be pretty low. People are pretty arogant and think they know everything. and they also think they are invincible.
there's also that whole "cycle of life and death" thing
