Time for a top end rebuild.
Piston & rings and possible bore cylinder.
When a 2 stroke starts to foul plugs, that's a sign the compression is to low to fully burn the oil in the pre-mix.
Having to push start to get running confirms this.
Check the compression.
Pre-mix ratio should be 32:1

You may have leaned your mixture too much, and like mentioned in the other answers, caused top end damage in the process. If you are mixing your fuel at the recommended ratio you should never change that to fix a plug fouling issue. That should be addressed through changing your jetting. I would have whoever rebuilds your top end also make sure jetting is properly set.

Sounds as though you have problems due to possibly scarring the cylinder or gumming up the carbs.

Probably would have been best to check the mixture of oil/gas ratio that was recommended to start with.

Bear in mind that by reducing the oil/petrol ratio, you increase the fuel/air mixture at same time.

the only thank you to legally get them back, is to coach it and touch the police. positioned the bike in the backyard and videotape it? capturing them with paintball weapons is puching the obstacles. shop searching for suggestions, stay remote from something that is composed of exact touch.
