The same thing that happened to the missing pentagon trillions in the 90's.
You ever wonder why, that after Rumsfield announced the comptroller of the pentagon had found 2.5 trillion dollars missing in early 2002.
That there was not a media firestorm over where the money was.
Could it be, because that since Bush had only been in office a year, the media knew the money must have went missing before that.
Say between 1993 and 2001 ?
Maybe that's why none of the troops had body armor when Bush was elected.
or that there were no up-armored Humvee when Bush was elected.

The government did the responsible thing and secretly replaced that money into our social security accounts.
Okay, that was really delusional and wishful thinking. It is probably in offshore accounts belonging to every politician and businessman that could get their finger in that pie.
