For the regular pictures, you delete all the picture files from your computer. They are usually found in the My Pictures folder. You can also search for files with the extensions .jpg, .bmp,. .gif, and .tif.

For the e-mail, empty both your inbox and your send mail of an e-mail with pictures and they will be gone.

Note that if the picture is part of an e-mail that you either send or received, and you are trying to get rid of it for legal reasons, deleting it will do no good. Your ISP will have copies of those e-mails and pictures in their server backups. They can be recovered with a court order. Plus any pictures you delete from your hard drive may still be recovered with file recovery software.
