It truly depends on which part of the country you live in. Things that would sell well in the midwest for example, might be too conservative for places like new york or florida, etc... The best thing to do would first be to visit a craft show or two, talk to the vendors and see what's selling, then you can test the market by making several different types of crafts and set up at a craft fair and see what sells and what doesn't.

I work for a craft store chain and right now the hottest crafts are specifically: scrapbooking and beading.
Although both require specific tools which are an initial investment, this is a reason why some people prefer to buy pre-made versions of these items rather than craft them themselves. Pre-made scrapbook pages (with space left for photos and journaling) and beaded jewelry would both sell well at a craft fair.
Also consider that a hot trend in scrapbooking is altered items. For example: a clip board that has been decorated with scrapbook papers and embellishment. This can be done with almost any item-tissue box covers, travel coffee mugs, picture frames, etc. Try looking at Oriental Trading Company's scrapbooking items for "raw" items ready to be altered. You can buy quantities at a time, they are primed and ready to go and they are cheaper than buying from a craft store. Also look into cheap items at hardware/home improvement stores which can be dressed up for a more expensive look.

I'd skip on the beaded stuff- I've made beaded jewelry for years and the market is saturated. If you buy quality stuff you won't be able to sell it for enough to make it worth while and if you do it cheaply (ie plastic beads etc) you won't make enough to justify the time. If you want to /make/ the beads with glass, polymer clay, etc you'd probably have more luck. Pre-set scrapbook pages are good in the right market. Also good where I am are art dolls and dool house furniture- those guys make serious cash! I've also seen fairy doors popping up all over (probably for a larger type city however)

Tiles, large and small, painted with alcohol inks and water proofed did really well at a local show I was at- they were sold as either trivets or coasters and were /really/ cool.
But mostly your things will sell if you've done a quality job of making them. It sounds trite, but there is a market for everything if it is done uncommonly well.

Anything people can't make for themselves, or that they couldn't do as cheaply. I don't think there is a "hot" craft to sell right now. People like new and unusual things, but they also lilke to find what they are looking for.
You can't go wrong with jewelry or decorative items that they can put out in the garden.
