If you are plugging in a USB device and it is not detecting it, it is probably a device which has to have drivers installed BEFORE it is plugged in for the first time.

If you plugged it in without drivers, go to the control panel and the 'System" icon. Under Hardware open the Device Mananger. See if there are any device that say "Unknow" or have a yellow ! in front of them. Uninstall any such devices.

Reboot, install the drivers for the device, and then plug it in again. Hopefully it will detect it this time.

If not, go back to the Device Manager and uninstall everything under the USB section of the Device Manager. This will clear all USB driver information. Reboot and reinstall the drivers. Then try the device again.
