I will be taking the June 2nd SAT and need a non driver photo ID ASAP! I am 17 but do not have my license. I have my civil birth certificate and my legal name change papers ( I have my SS card but it does not have my current last name on it) and will be heading to the DMV this week. Am I too late? Or will I get it in time?

No, you are not too late. You will be given a temporary ID that will suffice for taking the SAT. However, you need to take THREE forms of ID with you to get the ID card. Take your SS Card with you.

It can vary by state. Some states do NOT require ID, especially if someone is obviously over 21. It's mainly that stores can get in trouble for selling to those underage, so they'll tend to err on the side of caution. Your individual travel center's policy would be the main thing -- some places will just have it their establishment policy to not sell to someone without ID, even if the law doesn't formally require it. It's safer that way. As far as your coworker, it's fine if they really truly knew the person. If they didn't and they were just "overriding" you, well, that obviously ruffled your feathers. And the girl leaves, but you have to work with them every day. So from that perspective they were "wrong" to sell after you said no. And it would be "wrong" for them to say they knew her and she's 22 if they didn't. And a 22 year old should know to carry ID since most people aren't going to say they're obviously over age 21.
