It's at their discretion what they do with their washroom if they have one or not. I worked in a retail outlet and let a customer's child use the staff washroom at the request of the parents, only to find after they had left that the child had taken his own excrement and wallpapered the walls with it.

If you have an issue with a store that refuses to let you use their private facilities, take issue with previous customers and not the store.

Not sure about California - but I know in Tx a law was just passed an signed where stores had to allow access to the public if they have a card stating certain bowel illnesses. One premise of the law is that the bathrooms in retail places are *not* otherwise required to be available to anyone other then employees. any time it is otherwise is a courtesy of the store, not a requirement of law. I am close to one of the people who lobbied for this Tx law, so I know that is the case. That person had moved to Tx from Ca a few years back, so I can ask if Ca laws are similar, but I would bet they almost certainly are that no store is required to open its bathrooms to the public at all.

Stores are not required to provide customers with restroom facilities. Most do, but are not required. They are however required to provide employees with proper restroom facilities. They were just being a**holes to you. Sorry, but you are now "legally" entitled to burn the store down (not really mind you).

No, there is no such law. They only have to provide a restroom if they sell food/beverages. Otherwise, they are under no obligation to provide a restroom to customers.
