Child Protective Services is the key. If the wife won't press charges for herself, the cops can't help that much.
If the investigator from CPS comes in, then something will be done to help them.
Keep trying. Those poor people need to be rescued from this situation.

You need to get other neighbors involved. Unfortunately she is probably so far gone, that she feels there's nothing she can do, or that they are getting it for "a reason". Keep calling. Annoy the piss out of the cops and social services. It's the only think you can do with out taking the kids yourself. But, please, don't give up. Talk to the neighbors, talk to the church, talk to her family- do whatever you need to do to become one hell of a pain in the a ss. Good luck- you are one of the good ones!

Keep on calling them.
And call Social Services (or whatever that department calls itself these days.) They are supposed to investigate all allegations of abuse. Maybe they can do, as an agency, what you haven't been able to do yourself. They have more power.
It is sick that someone would hit innocent children, and should not be tolerated.

Well Molly,

Keep calling the authorities, and try a call to CPS for the kids.

Don't give up.
