Along with what Mojo said, here is how to check what driver is controlling your video card. Right click My Computer and click Properties, then click on the Hardware tab and open the Device Manager. Click on Desplay adapters to open it, right click on the adapter and choose properties, and then click on the "Driver" tab. If you see that Microsoft is supply the adapter, the as Mojo said, you need to reinstall your Display adapter driver.

Try unplug and replug your display card properly, this may solve the problem.
As above answer mentioned, you may also need to uninstall and reinstall display card driver.
If the above method did not solve the problem, try insert another display card and see if the problem solved after installing the correct driver.

Trying creating a new user account and logging in with it. See if everything looks and works with the new account. If so, then something has damaged the registry settings of the old account.
Go into the "documents and settings" folder and look for a folder with the name of the old account. In there you will find the favorites, my documents, etc of the old account. Move them over to the new account and quit using the old one. Once you are sure you have everything you one out of the old account, delete it.
