Some Windows updates require a reboot to take effect. They most likely change updates that make changes to the operating system. Some drivers require updates bacause they do the same. You don't HAVE to reboot when they say, but the next time you restart your computer, they will take effect.

The "reboot" a computer means to turn it off and back on again. Some of the updates the Microsoft installs need to have the computer rebooted before they can finish installing. They have to change files that are currently in use, and then would crash your computer. So instead it has you reboot so that you control when it happens. During the reboot, it can update the files and then your computer is good to go.
