Are you trying to ask the reverse of this question? Is it necessary to be tall in order to play basketball? If that's your question then the answer is no. It is, however, quite helpful. Taller people have a natural physical advantage in Basketball as they need to spend less time on ball handling becuase they can go over defenders instead of around. Size is probably the greatest natural advantag you can have in Basketball, other than aptitude. If this isn't what you meant then you're other question should be obvious: you can choose to whatever you wish despite height, gender, race or any other physical feature.

not necessarily, my friend is really tall and he don't play basketball. He doesn't have that great of a shot to be honest

It is not necessary. However, it does give you an advantage and it would definetly make it more fun.
